Tier one constitutes lower class developments or condemned lots. Places like small trailers, motel rooms, burnt down houses. All property is, of course, scarce and sought-after in the world of NiftyVille, so don't be so quick to dismiss them. You will receive some tools and resource NFTs just by owning one. 

Overall these properties will give the lowest yield, but are the cheapest and still allow for a quality investment. Even owning a single tier 1 property puts your name on the map, after all.
